To receive a presentation from Mr G Stehle on the Neighbourhood Watch Scheme.

To consider the co-option of Parish Councillors. Members are reminded of the need to declare

any interest they may have in relation to any of the co-optees.

To approve the Minutes (previously circulated) as a true and accurate record.

Minutes of the PARISH COUNCIL MEETING held on

THURSDAY 28th. JUNE 2018 at 7:00pm at the VICTORY HALL

Present: Cllrs J. Spademan (Chairman), T. Manning (Vice-Chairman), D. Bloomfield, D. Chambers,

P. Dundas, D. Fowles, D. Jordan, J. Norton, C. Spademan, P. Thompson, Locum Clerk Kevin B. Money & Asst. Clerk A. Ward.

Also present was Borough Councillors L. Scott-Boutell, Teresa Baines (Village Hall Management Committee). Members of the Public 4

1. Chairman’s Welcome. The Chairman welcomed everyone to the meeting.

Cllr J. Spademan spoke to Councillors about not speaking or being in contact with the suspended Clerk.

2. To ratify the appointment of the Locum Clerk/RFO of Mr. Kevin B. Money

Cllr J. Spademan proposed and Cllr P. Dundas seconded to ratify the appointment of the Locum Clerk/RFO Mr. Kevin B. Money. All Agreed. The Chairman and the clerk then signed the Contract of Employment

3. To Receive the Chairman’s Declaration of Acceptance of Office

Having been re-elected as Chairman at the last meeting. The Chairman, Cllr J. Spademan, then signed the Declaration of Acceptance of Office.

4. Apologies for Absence were received from Cllr I. Wancerska

5. Declaration of Interests

The cars that are parked outside the schools is causing a major problem for local residents. Cllr J. Spademan answered the residents concerns and informed the meeting that he will keep a close eye on the situation.

7. Neighbourhood Watch

To receive a presentation from Mr G Stehle on the Neighbourhood Watch Scheme.

Graham Stehle gave a presentation on the Colchester neighbourhood watch. He handed out some material for the Councillors look at.

Cllr J. Spademan proposed in principle to adopt the Neighbourhood Watch. All agreed.

8. Co-option of Parish Councillors

To consider the co-option of Parish Councillors. Members are reminded of the need to declare

Cllr J. Spademan proposed & Cllr P. Dundas seconded that Teresa Baines be co-opted onto the Parish Council. All agreed

15. Village Hall Refurbishment

To receive an update and to consider any matters related to Phase 2.

Teresa Baines gave an update on the refurbish works and hoping for a completition date will be in the next few weeks Minutes of Stanway Parish Council Full Council meeting held on Thursday 28th. June 2018

16. Update on grant application for repair of footpath of Tollgate Car Park by parents of children at Stanway Primary School and Barnes Construction

To consider progress and possible inclusion of some car park repairs alongside such works.

Grant has been accepted for the footway repair. P&F to look at Car park repairs.

Clerk, Asst. Clerk & Cllr L. Tate to obtain training into the website access.

Management have had a mass resignation from Managers. Less complaints have come in last month than usually.

  1. e) Footpath/Tree Warden/Hedgerow Officer

FP 42 is now open. Trip hazards have been repaired and no tree lopping can be done due to bird nesting.

  1. f) Bus Passenger Representative

Cllr D. Chambers never had a reply from ECC. A co-ordination of bus companies that operate in Stanway.

  1. g) Local Communities Action Panel

Nothing to report

  1. h) Rosemary Alms Houses

There is a vacancy in a 1-bedroom bungalow. Criteria is that the person must be 60 or over and a resident or past resident of Stanway. Advertised in the Parish noticeboards. Opposite Albrights church.

Cllr L. Tate and Asst. Clerk are meeting with Pinnacle next week.

Fires at the hub together with needles and Barry is cleaning the site more often. Parks & Recreation committee are looking and working on it.
