1. Attendance and apologies for absence
To record and approve the attendance and reasons for absence.

2. Declaration of interest
To allow councillors to declare a Disclosable Pecuniary, Other Pecuniary or Registerable Non- Pecuniary interest on any matter covered by the Agenda. Members are reminded that, when considering any item, if it becomes clear that they have an interest, they must declare it.

3. Public participation
a)The Chairman to invite members of the public to indicate if they wish to speak at this meeting – either on an item on the agenda or on a general matter not on this agenda. You should indicate your wish to speak to the Clerk prior to the start of the meeting.

b)The Chairman to invite contributions from members of the public who wish to speak on a general matter not on this agenda.

The public may raise matters or ask questions relating to the work of the Recreation Areas Committee. Questions cannot always be answered at the meeting but they will be dealt with appropriately. If a matter raised or question asked is to be discussed by the Councillors it will be added to the agenda for the next meeting of the Committee or passed to Full Council.

Recording of Meetings: Should anyone wish to record a Committee or Council Meeting the Clerk must be informed prior to the start of the meeting in order that the Council can comply with Data Protection Regulations.

4. Minutes of the Parks & Recreation Committee Meeting of Wednesday 19th December 2018
To consider and approve the minutes of that meeting which have been circulated.

5. Financial Report
To receive an up to date Nominal Ledger and Cost Centre Review to 31st December 2018.

6. Youth Garden
To receive an update on the condition of the Youth Garden.

7. Silver Witch Green and Lucy Lane South Play Areas
To receive an update on the condition of the play areas.

8. Other Areas of Responsibility
To consider the other areas the Committee is responsible for, i.e: Swan Green, Turkey Cock Lane, Village Hall Playing Field etc.

9. Play Area Safety Inspections
To receive an update on the Annual Play Area Safety Inspections.

10. Tollgate to Stanway Links
To further discuss the email from Jane Thompson circulated 05/12/18 regarding the Tollgate to Stanway Links.

11. Items for committees/ Next Council meeting
To receive and consider requests for items to be included on agendas for committees or Council

12. To confirm the date of the next meeting
To confirm the date of the next Recreation Areas Committee meeting scheduled to be held in the
Committee Room, Victory Hall on Wednesday, 20th February 2019 at 7.00pm.

85. Financial Report
The Financial Report was circulated prior to the Meeting. The report was noted.

86. Youth Garden
The Clerk’s Assistant advised that Cllr J R Norton had collected the CCTV signs for the Youth Garden.
RESOLVED that Cllr J R Norton put up the signs in the places previously agreed and forward all
related emails to the Clerk’s Assistant.

Cllr C Spademan visited the Youth Garden today and reported that the Hub was in a dire state and
showed photo’s to those present of paint and graffiti. The Clerk has already instructed the Zoning Team
to clean it up. Cllr C Spademan will arrange a Meeting with the Clerk to discuss a way forward.

87. Silver Witch Green and Lucy Lane South Play Areas
Cllr C Spademan advised that the Play Area at Silver Witch Green looks fine but there is a hole outside
the gate which could be a tripping hazard and the bench inside the Play Area facing New Farm Road has

a slat that is rotten and needs replacing. The Clerk’s Assistant will ask Barry the Maintenance Worker to
rectify both problems.

Cllr C Spademan advised that there were no problems at Lucy Lane South.

88. Other Areas of Responsibility
Cllr C Spademan reported that Pinnacle have still not removed the cuttings from the firebreak at Silver Witch Green. Cllr C Spademan has taken photographs and the Clerk’s Assistant will chase Pinnacle to get the cuttings removed.

Colchester Borough Council are giving away free trees and it was agreed to request one for Silver Witch Green to replace the one that was planted in memory of Cllr T Baines Mother. Cllr C Spademan will liaise with the Clerk.

89. Play Area Safety Inspections.
Anglia Inspection Services Ltd are to carry out the annual safety inspections sometime this Month.

90. Tollgate to Stanway Links.
Cllr C Spademan advised that this is due to be discussed at Full Council but may have to be deferred due
to the discussions on the Budget for 2019/2020 and another Meeting that Jane Thompson has to attend.

91. Items for Committees/ Next Council Meeting
There were no items.

92. To confirm the date of the next meeting

The next Meeting of the Parks & Recreation Committee will take place on
Wednesday, 20th February 2019 at 7.00 pm in the Committee Room, Victory
Hall.

There being no further business the Committee Chairman thanked members
for their attendance.

The meeting closed at 7.33 pm.
