To consider and approve the minutes of that meeting which have been circulated.

To agree the Committee’s response to this proposal.

Minutes of the meeting of the PLANNING COMMITTEE

Held on TUESDAY 15TH MAY 2018 AT 7.00PM

In the COMMITTEE ROOM, VICTORY HALL

 

 

  1. Attendance and Apologies for Absence

 

The following Councillors were in attendance: – Cllrs T Manning (Chairman), D Chambers D Jordan, C M Spademan and P Thompson.

 

Also in attendance: – Amanda Ward, Clerk’s Assistant.

 

Apologies were received from Cllr K Marking (personal commitment).

RESOLVED to accept the Councillor apologies.

There were no members of the Public present.

 

  1. Minutes of the Planning Committee Meeting of 1st May 2018

 

PROPOSED and unanimously RESOLVED to accept the Minutes of the Planning Committee Meeting of the 1st May 2018.

 

  1. Clerk’s Report

 

         The Clerk’s Assistant had nothing to report.

 

  1. Application COL/18/0956 36 Gorse Way, Stanway

Double storey front and single storey rear extensions.

After discussion it was RESOLVED that Stanway Parish Council raises NO OBJECTIONS to this proposal.

 

  1. Application COL/18/1006                   77 Winstree Road, Stanway

Proposed alterations and additions to house.

After discussion it was RESOLVED that Stanway Parish Council OBJECTS to this proposal as the drawings were unreadable.

 

  1. Application COL/18/1002                   Nando’s, Stane Park, Stanway

1no. internally illuminated ‘Nando’s’ letter fascia sign fixed to west (front) elevation with red Perspex lettering. 1no. internally illuminated ‘Nando’s’ letter fascia sign fixed to east (rear) elevation with red perspex lettering.

After discussion it was RESOLVED that Stanway Parish Council OBJECTS to this proposal in principle. The size of the signage is too large and will be out of keeping with neighbouring outlets, and would request a uniform standard and consistency in the size of all signage on this development.

 

  1. Application COL/18/1001 Stane Park, Stanway

Alterations to shop front plus details of external seating proposals.

After a vote, 3 no objections, 1 objection and 1 abstain it was RESOLVED that Stanway

          Parish Council raises NO OBJECTIONS to this proposal but does have concerns at the

          potential health and safety issues.

 

 

  1. Application COL/18/0992 16 Cooper Beeches, Stanway

After discussion it was RESOLVED that Stanway Parish Council raises NO OBJECTIONS to this proposal.

 

  1. Planning Liaison Meetings

The Clerk’s Assistant advised that Simon Cairns at Colchester Borough Council was willing to

meet Councillors for a Planning Liaison Meeting at Rowan House and requested possible dates.

After a discussion it was agreed that Cllrs T Manning and D Chambers would attend the Meeting.

Cllr P Thompson would be a reserve in the event that one could not attend. It was agreed that the

afternoon of any Thursday in June would be suitable with a view to discussing the use of the leisure

land next to the new Community Hall on the Western Bypass and updates on the Tollgate Village

and Stane Park Phase 2 Developments.

 

  1. Email from Annette Oakley

          An email was received from Annette Oakley regarding the Parish Council’s lack of objection to

planning application 17/2272 Land to  the rear Field House, Dyers Road. The email was circulated

prior to the Meeting.

 

It was agreed that the Committee’s response to the application was as follows:

 

NO OBJECTIONS AT THIS STAGE BUT DOES NOTE THE CONCERNS OF LOCAL RESIDENTS AND IS IN AGREEEMEENT WITH THE BOROUGH COUNCILLORS OF STANWAY THAT ALL OF THE TREES ON THE PREVIOUS PLAN SHOULD BE PRESERVED.

 

The Clerk’s Assistant will respond to the email accordingly.

 

  1. Information Update

          Cllr D Chambers reported that cars parked on the road next to the new Wimpey site is causing a

contra-flow of traffic on Warren Lane.

 

Cllr T Manning advised that he had organised a Footpath Walk last Saturday  and only 2 Stanway

residents had come along, and found the lack of local support disgusting. Cllr T Manning also

reported that on his return to the Village Hall after the Footpath walk, none of the 3 halls had

been in use.

         There were no items.

 

  1. To Confirm the Date of the Next Meeting

The next Planning Committee meeting will be held on Tuesday, 5th June 2018 in the Committee Room, Victory Hall at 7.00 pm.

 

There being no further business the Committee Chairman thanked members for their attendance.
